Re: Docket #: DHS-2006-0030 -- Withdraw Proposed REAL ID Act Regulations

Dear Secretary,

As president and founder of Private Citizen, Inc., a national pro-privacy organization with more than 1,000 members, I write to oppose implementation of the REAL ID Act and urge the Department of Homeland Security (DHS) to withdraw the proposed regulations. 

It is well that Congress come to recognize a citizen's fundamental right of privacy.

DHS' proposed regulations are misguided as they do not limit third party use of data stored on the cards, putting individuals' privacy at risk. REAL ID is fundamentally flawed and DHS' regulations can not fix it. National identification systems are prone to abuse at every step of their creation and use.  If implemented, the REAL ID Act would essentially establish an enormous national database of ID holders, where even a small percentage of errors would cause major social disruption. The ID would function as an internal passport, and its uses will inevitably expand to assist a wide variety of surveillance activities.
